Peer Review Policy

The The Intelligent System Review is committed to maintaining a rigorous, fair, and transparent peer-review process to ensure the quality, integrity, and academic credibility of all published content.

Review Model

TISR follows a Double-Blind Peer Review system, in which the identities of both authors and reviewers are kept confidential to ensure impartial and unbiased evaluation.

Initial Screening

All submitted manuscripts undergo an initial editorial assessment to evaluate:

  • Relevance to the journal’s scope
  • Originality and scholarly contribution
  • Quality of writing and structure
  • Compliance with ethical standards
  • Plagiarism screening using reliable detection software

 

Manuscripts that do not meet these criteria may be rejected prior to external review.

External Peer Review

Manuscripts passing the initial screening are sent to at least two independent subject experts. Reviewers evaluate submissions based on:

 

  • Originality and significance of the research
  • Soundness of methodology and research design
  • Quality of data analysis and interpretation
  • Contribution to the field of computational intelligence and control
  • Clarity, organization, and presentation

Review decisions include: Accept, Minor Revision, Major Revision, or Reject.

Revisions and Final Decision

Authors are required to address reviewer comments and submit a revised manuscript along with a detailed response to reviewers.
The Editor-in-Chief makes the final publication decision based on reviewer recommendations and the quality of revisions.

Confidentiality and Ethics

All manuscripts and reviewer reports are treated as confidential. IJCIC adheres to COPE (Committee on Publication Ethics) guidelines and maintains zero tolerance for plagiarism, data manipulation, or unethical research practices.

Reviewer Responsibilities

Reviewers are expected to provide objective, constructive, and timely feedback and must disclose any potential conflicts of interest.

Appeals

Authors may appeal editorial decisions by submitting a written justification. Appeals are reviewed by the Editorial Board, and decisions after appeal are final.

 

 

Article Retraction Policy

The The Intelligent System Review is firmly committed to preserving the integrity and reliability of the scholarly record. Articles may be retracted in accordance with COPE guidelines when serious ethical or scientific issues are identified.

Grounds for Retraction

An article may be retracted under the following circumstances:

1. Significant Scientific Errors

  • Data fabrication or falsification
  • Major methodological flaws or miscalculations that invalidate findings
  • Honest errors that critically affect the reliability of conclusions

2. Redundant or Duplicate Publication

  • Publication of substantially similar content elsewhere without proper disclosure or citation
  • Simultaneous or repeated submissions to multiple journals

3. Ethical Misconduct

  • Plagiarism, including misuse of unpublished or peer-review material
  • Improper authorship practices (guest, gift, or ghost authorship)
  • Unresolved authorship disputes violating COPE standards

 

4. Unethical Research Practices

  • Absence of required ethical approvals
  • Violations of human or animal research ethics
  • Data manipulation or misrepresentation

 

5. Non-Compliance with Financial Obligations

 

  • Failure to fulfill mandatory publication charges after a grace period of up to 60 days, where applicable, to support journal sustainability.

 

Retraction Procedure

A formal retraction notice will be issued explaining the reason for retraction. The original article will remain accessible but clearly marked as “Retracted” to preserve the scholarly record.

 

 

Open Access Policy

The The Intelligent System Review follows a Gold Open Access publishing model to promote unrestricted global access to scientific knowledge.

Access and Usage Rights

  • All articles are freely accessible immediately upon publication
  • No subscription, registration, or access fees are required
  • Readers may read, download, copy, distribute, print, search, or link to full texts

All published articles are licensed under the Creative Commons Attribution 4.0 International License (CC BY 4.0), which permits:
